The Collapse of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are conducted: positive announcements are issued from multiple capitals. Immense energy is allocated on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from Russian territory, a capability provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems activated: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: maybe the hostile projectile won't cause damage this time, sparing the city from catastrophe and additional electricity failures.

Continuous Dangers

Following this, a large-caliber weapon engaged a unmanned aircraft close by, part of a rapid response unit – probably Western-made equipment. Regrettably, the bullets missed the opposing UAV – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, damage and heating outages in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on international aid – a dependence that neighboring countries are evidently unprepared to fill in the near term.

Failed Diplomacy

The comprehensive proposal from Washington provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new proposal from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, endure.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership functions according to a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is impossible to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's occupied territories.

The issue is that while accepting these circumstances, Washington does minimal to discourage Russia, through words or deeds, from thinking that the status quo will not shift further in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a complete military breakdown until situations evolve in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their task will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a only one week to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all served their function.

While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
